Independent Complaint Mechanism (IKI ICM)
About
The Independent Complaint Mechanism of the International Climate Initiative (IKI ICM) is intended to enable people who suffer (potential) negative social and/or environmental consequences from IKI projects, or who wish to report the improper use of funds, to voice their complaints and seek redress.
In doing so, it should also contribute to :
1. monitor and improve the environmental and social outcomes of projects,
2. avoid unintended negative impacts of projects that go unnoticed by Zukunft-Umwelt Gesellschaft (ZUG) gGmbH, the Federeal Ministry for the Environment (BMUKN) and the Federal Foreign Office (AA),
3. support the appropriate use of public funds, and
4. comply with international good practice
Overview of the Mechanism
Aligned with international accountability standards and Germany’s human rights obligations, the mechanism allows affected parties to submit complaints confidentially or anonymously. Complainants may choose either a mediation-based process to reach a mutually agreed solution or a compliance review assessing whether project implementers have adhered to IKI safeguards and funding rules. Hosted within ZUG but structurally and financially independent, the ICM is overseen by a panel of independent experts and a dedicated complaint office.
Independent Expert Panel
The Expert Panel of the Independent Complaint Mechanism consists of four members responsible for investigating and mediating complaints related to IKI projects. The panel reviews concerns raised by project-affected individuals and whistleblowers regarding negative social or environmental impacts, as well as allegations of misuse of funds.
How to File a Complaint
A complaint to the IKI Independent Complaint Mechanism (ICM) can be submitted by completing the online complaint form or by sending the form via email or post. Partner and implementing organisations play a key role in ensuring IKI projects meet social, environmental, and financial standards. The IKI Independent Complaint Mechanism (ICM) provides guidance and resources to support organisations in understanding compliance expectations and addressing concerns that may arise during project implementation.
